Job Description

We are expanding our Commercial Team and looking for a Proposal & Budget Manager to play a pivotal role in driving business growth through the preparation of accurate, competitive, and timely proposals and budgets. This role is responsible for leading the full lifecycle of the proposal process — from the initial receipt of client Requests for Proposals (RfPs), Requests for Information (RfIs), or budget inquiries, through to post-award support. The Proposal & Budget Manager develops study budgets & proposals, coordinates inputs across Business Development, Operations, Finance, and Medical teams, and ensures that all deliverables are commercially sound, operationally feasible, and strategically aligned with Astrum’s capabilities.

Responsibilities

  • Lead the full proposal process, including coordination of internal teams and production of high-quality, client-ready proposals and budgets.
  • Manage proposal timelines, ensuring that Astrum delivers accurate and competitive responses on time.
  • Ensure the accuracy, consistency, and strategic integrity of project budgets.
  • Review RFIs, RFPs, and other bid documents to ensure full compliance with client instructions and requirements.
  • Lead opportunity review calls and ensure that team activities align with RFP needs and expectations.
  • Collaborate with internal colleagues, corporate partners, consultants, and vendors to gather all relevant input for proposal and budget development.
  • Support the Business Development (BD) team throughout the Bid Defence Meeting (BDM) and award process.
  • Work closely with BD and operational teams to develop and finalize contractual documents.
  • Provide proposal-related insights to support project execution and client communications
  • Provide effective communication and coordination across teams to align solution design and delivery.
  • Provide input for and support the continuous improvement of the processes to ensure high quality and efficiency.

Requirements

  • Bachelor’s degree in Life Sciences, Business, Finance, or a related field.
  • Minimum of 2 years of hands-on experience developing and managing budgets and proposals within a CRO.
  • Experience working with cross-functional and international teams.
  • Ability to work independently and as part of a team.
  • Ability to clearly communicate expectations to team members and stakeholders to ensure deliverables and timelines are met.
  • Strong organizational and time management skills, with the ability to work effectively under pressure and manage tight deadlines.
  • Excellent attention to detail and a commitment to producing high-quality, client-focused work.
  • Strong interpersonal and collaborative skills, with the ability to influence across different functions and levels.
  • Available for (inter)national travel as required (once or twice per year for internal commercial or strategy meetings), including overnight stays, as necessary.
  • Proficiency in both spoken and written English, especially in written communication for proposal documentation.
